Yes, rent paid to parents can support HRA if it is real and documented. There should be a genuine arrangement, bank payment, rent receipt/agreement and the parent should report rental income where taxable.

10No HRA in my CTC — is 80GG available?
80GG is the fallback rent deduction where you do not receive HRA, subject to conditions. It is not the same as HRA and has separate caps, declarations and restrictions, including home-ownership conditions.
11Can I claim HRA and home-loan interest together?
HRA and home-loan interest can coexist when the facts support both. Common examples are owning a house in one city while renting in another for work, or a self-occupied/let-out property with genuine separate rented accommodation.
12Does HRA help under the new tax regime?
HRA mainly helps under the old regime. The new regime generally removes HRA exemption, so compare regimes before planning rent documentation only for tax.
